President Dwight D. Eisenhower’s January 17th, 1961 Farewell Address where he warns: “…in the councils of government we must guard against the acquisition of unwarranted influence whether sought or unsought by the military-industrial complex the potential for the disastrous rise of misplaced power exists.” … “Yet, in holding scientific research and discovery in respect, as we should, we must also be alert to the equal and opposite danger that public policy could itself become the captive of a scientific-technological elite.”

President John F. Kennedy’s April 27th, 1961 speech where he states, “The very word secrecy is repugnant in a free and open society, and we are as a people, inherently and historically, opposed to secret societies, to secret oaths, and to secret proceedings. … And there is very grave danger that an announced need for increased security will be seized upon by those anxious to expand its meaning to the very limits of official censorship and concealment. “
